Political Summary
[/style]Octavian is, quite simply, an exaggeration of the Vikarean stereotype. He believes himself master of the rightfully Vikarean Himaryn, and that both the Cruori and the Salommites are well below him in status as immigrants and thieves. He uses his position as a way of bettering himself, and is fond of sending those who rumble the loudest off to the Northern war front. When he gets called out, which is happening more and more as he becomes more egregious with his abuse of power, he tends to use the war as a way of distracting civilians. Rumor has it he has his specialty in blackmail, which keeps most of the politicians at least somewhat on his good side.Personal Summary
Octavian was born to a family that is the very definition of "aristocracy." They take pride in being able to, in their words definitively, trace their bloodlines to the original Children of Icarus who stayed in Himaryn, and make sure you are fully aware of that fact. Because of this Octavian was raised to believe that Himaryn was very much theirs, as much as it was the Emperor's or any other long-standing Himaryn family. This, of course, meant it was his, just as much as the fruit on the trees was his, just as the finest things in life were his, just as the labor of your legs was his.He was very much raised to believe that those of the non-Vikare allegiance were inferior, simply because they were. He believes very firmly that they are no better than cheating renters who refuse to pay their monthly due to the Vikarean landlords. It seems only right that those who squat on land generously allowed them by the first owners should show a little gratitude now and then, even if it is forced gratitude in the end.
That isn't to say he was brought up only to be an entitled child of luxury, though. Much the opposite, Octavian was trained almost exclusively in the highest realms of rhetoric and military strategy. His training emphasized the relationship between the two, and you'll find him comparing the political arena to that of the gladiators' very often.
As is tradition in his family, Octavian spent his middle years as a commander on the Northern front. He has a few noteworthy victories under his belt, such as the Battle of the Ford, where he successfully drove a much larger enemy force into a river to be picked off by his own force. However, as is also tradition, such victories went unnoticed by the larger populace of Himaryn, simply because they weren't such a pressing matter.
Following his military service, Octavian turned his attention to the true goal of his life: working the political system. Touting his victories and service to Himaryn, he was able to work his way up the ranks in Kosov, all the while gaining notoriety as a noble and patriotic young man. And he was patriotic, just not in the sense that included equality and goodwill towards others.
As he rose, he began to see just how corrupt the Vikare in the innermost circles were. And, at that point, one couldn't exactly just turn tail and run from it. Instead, Octavian became more and more like them himself. He found himself blackmailing, bribing, and outright lying to get himself that leg up. Not exactly what his classes had taught him but, hey, it was working.
By the time he got himself voted in at Lord Premier, it was incredibly unclear whether this had happened more because of his merits, or more because he had simply found out more dirty little secrets than most could bear. And his unprecedented launch to power brought did more than a little damage to his own political mindset, one could say.
Physical Summary
Octavian is, in the word of Himaryn, a rather plain fellow. He stands about two and a half to three feet tall, larger than the average eagle, and boasts a wingspan of eight or nine feet. He is adorned with almost completely brown feathers, flecked with light yellow, gold, and black in some places (especially around his neck and face). He takes special care to keep himself well-preened and groomed, and so his feathers, even though they are a rather dull shade, tend to catch the light in a rather extravagant fashion. His flight feathers fade to a black color, and his tail has a band of white near the base.He comes off as an extremely glossy, gold-flecked piece of dirt.
Around his yellow, black-tipped beak small puffs of gray appear near his eyes, which make his striking yellow iris that much more apparent. His pupils are ringed with a small line of red, making his stare rather unnerving for those who aren't used to his glares.
His feet are a dull, grayish yellow, and each toe sports an enormous, wickedly sharp talon. Not that he'd ever use them, he has much more effective means than that. Alongside his normal feathered regalia, he can normally be found wearing some sort of raiment, usually made of or embossed with gold, as a symbol of his wealth.
