Fletcher is an old soul, and perhaps owes his elongated existence to the fact that he has always had issues with the rest of society. As such, he has tended to avoid its wars and its plagues. He has learned to care for himself, but in his developed kindness he very rarely expects others to do the same. He realizes it is occasionally a very impractical viewpoint, but also is of the opinion that the practical is not always in line with the moral, and stands very firm in what he perceives as the moral high ground.
That high ground consists of speaking out for the weak, the young, the disenfranchised. It consists of peace and self-control, and taking care of your brother to the extent that you yourself are not harmed. Due to his rather low position in the world (lacking a family or financial standing does not bode well for one's political dealings), he occasionally finds it rather hard to find a platform for his vocal opinions, but occasionally someone important will lend him an ear, or he will otherwise find a way to force a conversation. Some realize it is occasionally both practical and moral to listen to your elders.
Despite his rather frequent use of the political system, he holds a rather pervasive discontentment with it. He believes that, while the intentions of placing heading figures may indeed be pure, it is inevitable that things will not turn out so wonderful. In his perfect world, one would only need governmental figures to deal with the very occasional miscreant, if that. However, this is one opinion he keeps mostly to himself, as it does not help to speak down to what is effectively your podium and benefactor.
For the most part, when he is not traveling to satisfy his strange sense of "public duty," or to settle his restless wings, he keeps to himself. He is a fond reader of books, and may have written a few of his own in his time, and keeps large collection of literature in his abode. A few may actually be valuable historical documents, as his collection started when he was quite young. Not that many come by to see his shelves and shelves of writing.
Which is okay, he probably wouldn't let you touch too many of them just in case you got dirty pawprints on their pages.

The very important visual reference.
Fletcher is a light-weight, especially considering he is rather large when looking at just size alone. Anyone with a bit of strength could knock him over and break his bones in the best of years, not to mention the added arthritis and whatnot in his current state. However he has made due with his hollow bones and twig-thing neck, and has focused on things other than building muscle mass.
The dragon is built more like a bird than the usual dragon, and may be described as a bastardized mix of dinosaurs. His body is stout and rounded, built that way in order to appropriately house all the muscles needed for flight. His legs are well-muscled but rather thin and long, built more for short bursts of speed than any sort of endurance run.
For longer distances his wings come into play. They lack the bat-like fingers of most membrane-based wings, and instead act as large sails during flight. He isn't very maneuverable or even very fast, and flies more like a kite than anything else, but high-altitude soaring does serve as a rather energy-efficient way of travel. Besides his main elongated finger, he has one finger-like hook in the middle of his wing which he can use to hang off of cliff-sides or grasp otherwise hard-to-handle objects. His tail supports a pair of miniature sails, which look and act more like fins in practice. These can be folded completely into his tail, or moved in any direction, much like wings. These function as added support for his elongated tail, and due to their maneuverability function in body language as well.
He has a vaguely crocodilian head set upon a long, stork-like neck. His anatomical structure allows him to curl his neck and launch his head like a spear, though this attack feature is reserved mostly for fishing purposes. His head sports inset, forward-facing eyes, and a large bony crest. This crest can be used to direct air flow during flight to some extent, but it mostly just for aesthetic purposes. He has a large ear-slit behind his jaw, and he adequate enough hearing.
Fletcher is covered in a tough, though thin, skin, which has a texture much like human skin. He is not fully scaled or plated in any way. He is mostly a brown color, with a richer, lighter brown covering his lower parts. Light cream is splashed on his limbs, tail, and lower jaw. His flight membranes, eyes, and crest are all a dull blue color, His coloration occasionally fades and mottles in places, an effect of his increasing age.
However, there are surprisingly few signs of advanced age that are apparent at first glance. Fletcher lacks any noticeable scars or tears, and his senses are still relatively keen. Of course, it's hard not to notice how stiffly he occasionally moves, or the wear in his voice.
