According to the Law of the Kingdom (and the immutable decree of the Emperor), the acting Lord Premier of Himaryn is required to hold a public hearing every three moons at which all interested members of the Empire can attend.
This public council is known as a "Chanting," and is a grievance forum during which all members can theoretically express their opinions without fear of persecution.
However, of recent years, the seasonal Chantings have taken a significantly more radical turn. They have literally become the essential battleground for revolt and revolution. The Clans, which are always in conflict, use the Chantings as events to legally stage Votes of No Confidence against the acting Lord Premier, attempting to install a Clan member into the Himaryn's key figure of power.
Violence is explicitly forbidden during the Chanting itself (which is held on the first full moon of each season, at the Agora in Kosov), though it is not unusual for individuals to threaten revolution, secession, and militancy during the all-night council.

To replicate this critical element of IC plot for our members, we IH staff have developed a global-game that will take place every three months in the War Room Board in the Epistolary Format.
It works as follows:
STEP ONE: THE OPENING[style=margin-left:15px;]
Staff will open the Chanting on the first day of the season (January 1st, April 1st, July 1st, October 1st). This is a thread on which all contents of the game will take place for the round. The Chanting Thread will remain open for exactly four days (real-time).

STEP TWO: THE FORUM
During this time, any member may have their characters join in the event. Characters may wish to challenge the existing Lord Premier, and they can do so by publicly denouncing the Lord Premier and declaring themselves as a candidate opposing the tyranny. Other characters may choose to stay on the sidelines and merely add comments, and/or pledge their support to either the current Lord Premier or a challenger.
STEP THREE: THE VOTE
After the Chanting thread closes, staff will tally the total number of pledges. The candidate will the most amount of pledges will be considered the the character who has the most popular support when the figurative Vote of No Confidence occurs, and thus will become the new Lord Premier for the next season, effectively immediately. If the former Lord Premier wins the vote, he/she will retain the position.
STEP THREE: THE RETRIBUTION
The winner then has the opportunity to change/append/delete up to three official laws on the Laws of The Empire Bulletin, into essentially whatever they like. They may also personally appoint two new Praetors for the next months, should they wish. At this point, if something drastic took place during the Chanting, members may take the roleplay to the main boards in a regular fashion.

Note that all characters partaking at the chanting are physically present at a meeting that figuratively takes place at the Agora in Kosov. This is figurative letter-passing (in character, your characters are not actually passing letters to each other).
Menbers should take into consideration whether or not a character can physically/safely reach the Agora in a logical fashion before you decide your character is participating this round. (ie: if they are imprisoned, etc, they will not be able to physically attend)
All events that take place during the Chanting are canon. Thus, hypothetically, if your wanted-by-the-government criminal character shows up, they may be arrested after the Chanting. Be logical.
Under no condition can ANY physical contact take place during the Chanting.
No character (criminals included) can be excluded from pledging support or voting during a Chanting.
